The objective of the tournament, however, failed to deliver desired results as no new talent from the grassroots level could get a chance to prove his mettle. Instead of champion school teams of different districts, well-trained sports hostels teams and a some corporate-backed teams were allowed to participate in the tournament.

Secondly, the School and Mass Education Department, which funded the tournament, spending a huge amount, gave the organising responsibility to a private club instead of the Sports and Youth Services Directorate, the executive wing of the Government Sports Department.

It seemed that the tournament was meant to give publicity mileage to the govrnment, a corporate house, an rich commercial school and politicians.

The naming the trophy as Biju Patnaik Gold Cup, the organisers cheated the sports fraternity and the school children of the state. That is because the trophy had no presence of gold.
