  120 sportsperons to get Rs 63 lakh govt incentives

The State Sports & Youth Services Department yesterday announced a total amount of Rs 63,16,500 as monetary incentives for 120 sportspersons for achieving success in national and international competitions within six years (April 1, 2007 to March 31, 2013).

As many as 66 sportspersons would get a total of Rs 37,49,000 for the years 2007 to 2012, while another 54 would be given Rs 25,67,500 for the year 2012-2013. The incentive amount will be sent to sportspersons by cheque through registered post.

As many as 13 sportsperons stand to receive Rs 1 lakh or more. Chess Grandmaster Debasish Das would be the highest beneficiary with an incentive of Rs 6.50 lakh. Other leading beneficiaries include shooter Shriyanka Sadangi, chess players, Kiran Manisha Mohanty, Swayams Mishra, Utkal Ranjan Sahoo, Sunyasakta Satpathy, Rakesh Kumar Jena, Saina Salonika, weightlifter Aruna Santa, athlete Sunil Pradhan, hockey international Roshan Minz and powerlifter Sangita Singh.

However, the incentive scheme continues to have flaws in many areas. Supposed to be given every year, it is being given at a time for five years. Interestingly, this is the second time that incentives would be given for the same period _ 2007 to 2012. On June 20, 2013, altogether 129 sportspersons were felicitated with a total incentive of Rs 1.10 crore. Many among them have once again been named in the new list of 120 beneficiaries.

Ambiguity in selection process happens to be another flaw in the scheme. The guidelines say that sportspersons have to apply for the incentives. But in many cases, the sports department selects sportspesons of its own.

Of course, some of the flaws have been sorted out by revising certain sections of the scheme. According to the new rules, eligible sportspersons would be given incentive within 90 days of he or she submitting his/her application. Sportspersons, who have achieved national or international success within April 1, 2013 till date have been told to submit their applications on or before July 15, 2014.

Thanks to the new rule, ace woman sprinter Dutee Chand, who won two gold medals in the Asian Junior Athletics Championship at Taipei City last week, received an incentive of Rs 3 lakh. Chief Minister Naveen Patnaik presented the cheques to Dutee at the Stata Secretariat in the presence of Sports Minister Sudam Marandi.
