However, the semi-finals and final will be held abroad for the first time ever at King Fahd International Stadium in Riyadh, Saudi Arabia from 1 to 4 March 2023. Odisha has been placed in Group-A along with defending champions Kerala, Goa, Maharashtra, Karnataka and Punjab.

Group-B has been formed with previous edition runners-up Bengal, Delhi, Services, Railways, Meghalaya and Manipur. Odisha will play their opening match against Maharashtra at Capital Football Arena on February 10.
