DESCRIPTION:
*     A total of 23 club and departmental teams would vie for the title.
*     Teams would compete in four groups with eight teams in Diamond Group, seven in Gold Group and four each in Silver A and B groups.
*     First Division League would feature a total of 61 matches.
*     After completion of First Division League, top four teams from Diamond Group, top three from Gold Group and the champion of the Silver Group would qualify for the FAO Super Cup, which is scheduled to take place from at Barabati Stadium, Cuttack from 17 to 23 August 2-23.

Diamond Group: Sunrise Club, Radha Raman Club, Government Sports Hostel, Young Utkal Club, Rising Student Club, Rovers Club, Odisha Police, Bidanasi Club.
Gold Group: Rising Star Club, Jay Durga Club, Chand Club, Radha Gobinda Club, Mangala Club, East Coast Railway, Kishore Club.
Silver Group-A: Lalbag Club, Azad Hind Club, Sunshine Club, Town Club.
Silver Group-B: Chauliaganj Club Royal Club, Independent Club, Eleven Gund Club.
