DESCRIPTION:
*     Altogether 28 states, including title contenders Manipur, Odisha and West Bengal are expected to participate in the championship.
*     Teams have been divided into seven clusters and after league matches, one team from each cluster and a second best team will advance to the quarterfinals.
*     Odisha has been placed in Cluster-A with Himachal Pradesh, Uttarakhand and Meghalaya.
*     Matches will be played at Barabati Stadium, Satyabrata Stadium and Police ground.
*     Manipur were champions and Odisha runners-up in the previous edition held at Kolkata.
*     A budget of Rs 90 lakhs has been estimated for the smooth conduct of the championship.
